NOTICE TO BIDDERS

Notice is hereby given that sealed proposals will be received by the Township Committee of the Township of Green Brook, Somerset County, New Jersey for “Rehabilitation Project” and be opened and read in public at the Meeting Room at Town Hall, 111 Greenbrook Road, Green Brook, NJ 08812 on July 9, 2019  at 10AM prevailing time. The project improvements generally consist of window and door replacements, flooring, insulation, kitchen and bathroom renovations, and other household repairs.

All work on this contract shall be completed within 60 calendar days, from issuance of Notice to Proceed.

Contract Documents for the proposed work, which have been prepared by the Township Engineer, C. Richard Roseberry, P.E., of the firm of Maser Consulting P.A., are available at the office of Green Brook Township at 111 Greenbrook Road, Green Brook, NJ 08812, and may be inspected and furnished to prospective bidders between normal business hours of 8:00 am to 4:30 pm, Monday through Friday, holidays excluded.  Bidders will be furnished with a copy of the Contract Documents by request upon proper notice.  Proposals must be made on the standard Proposal forms in the manner designated in the Contract documents, must be enclosed in sealed envelopes bearing the name and address of the Bidder and the name of the project on the outside and be addressed to GBHRD, Township of Green Brook.  

The award of the Contract for this project will not be made until approved by the property owner.  

Proposals for this Contract will only be accepted from bidders who have properly qualified in accordance with the requirements of the Contract documents.

The right is also reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the Township.  The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications.

The successful bidder shall be required to comply with the following:

A. Affirmative Action requirements (P.L. 1975, C.127, N.J.S.A. 10:5-1 et seq.).

B. The provisions of the New Jersey Prevailing Wage Act (N.J.S.A. 34:11-56.25 et seq.).

C. Anti-Kickback Regulations under Section 2 of the Act of June 13, 1934, known as the Copeland Act.

D. Worker and Community Right-to-Know Act (N.J.S.A. 34:5A-1).

Moreover, the bid must be accompanied by a list of names and addresses of all stockholders owning 10% or more of the stock in accordance with the provisions of the Public Disclosure Law (P.L. 1988, C.33, N.J.S.A. 52:25-24.2). Bidders must be registered with the State of New Jersey, Department of the Treasury pursuant to N.J.S.A. 52:34-44.

NOTICE OF PROPOSAL 
Sealed Proposals will be received on July 23, 2019, 10:00am prevailing time in the Township of Green Brook Municipal Building, 111 Greenbrook Road, Green Brook, New Jersey 08812 and then publicly opened and read aloud for the following:

TAX MAP MAINTENANCE SERVICES
GREEN BROOK TOWNSHIP

Copies of the RFP are on file and open to public inspection at Township of Green Brook Municipal Building, 111 Greenbrook Road, Green Brook, NJ 08812.

Each proposal must be enclosed in a sealed envelope, bearing the name and address of the bidder on the face of the envelope and must be addressed and delivered to the Township of Green Brook Municipal Building, 111 Greenbrook Road, Green Brook, NJ 08812. Proposal must be endorsed: Tax Map Maintenance Services.

This proposal is being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.4 et. seq.

The Township is only responsible for forwarding addendums or clarifications to those prospective bidders who obtained specification directly from the Township on notice as having received the specification.

Proposers must be registered with the Division of Revenue, State of New Jersey for a Business Registration Certificate at the time of contract award.

Bidders are required to comply with the requirement of N.J.S.A. 10:5-31 et. seq. and N.J.A.C. 17:27.


NOTICE TO BIDDERS

Notice is hereby given that sealed proposals will be received by the Township Committee of the Township of Green Brook, Somerset County, New Jersey for “Washington Avenue Detention Basin” and be opened and read in public at the Meeting Room at Town Hall, 111 Greenbrook Road, Green Brook, NJ 08812 on Tuesday July 23, 2019 at 11:00 am prevailing time.

The project improvements generally consist of the dredging of the municipal detention basin off Washington Avenue, disposal of approximately 1000 cy of soil, removal of seven (7) small trees and re-grading the basin.

All work on this contract shall be completed within 60 calendar days, from issuance of Notice to Proceed.

Contract Documents for the proposed work have been prepared by the Township Engineer, C. Richard Roseberry, P.E., of the firm of Maser Consulting P.A.  Copies of the Contract Documents may be obtained between the hours of 8:30 am and 4:00 pm Monday through Friday at the office of Green Brook Township Clerk located at 111 Greenbrook Road, Green Brook, NJ 08812, and may be inspected by prospective bidders during business hours. A non-refundable fee of $31.00 for each set shall be paid to the Township of Green Brook.

Bidders will be furnished with a copy of the Contract Documents by request upon proper notice and payment of a non-refundable charge of thirty-one dollars ($31.00) payable to the Township of Green Brook at the offices of Green Brook Township to defray the cost thereof.  Proposals must be made on the standard Proposal forms in the manner designated in the Contract documents, must be enclosed in sealed envelopes bearing the name and address of the Bidder and the name of the project on the outside and be addressed to Township Committee, Township of Green Brook, and must be accompanied by a Statement of Consent of Surety from a surety company authorized to do business in the State of New Jersey and acceptable to the Township of Green Brook and either a Bid Bond or a Certified Check drawn to the order of the Township of Green Brook for not less than ten percent (10%) of the amount bid, except that the check shall not exceed $20,000.00.  The successful bidder is hereby notified that a performance bond for the full amount of this project is required.

The award of the Contract for this project will not be made until the necessary funds have been provided by the Township of Green Brook in a lawful manner.

REQUEST FOR BIDDER QUALIFICATIONS

Phase III C Project at the Vermeule-Mundy House, 223 Rock Avenue, Green Brook, NJ 08812

Pursuant to N.J.S.A. 40A:11-25, “Prequalification of Bidders,” the Township of Green Brook is seeking qualifications from prospective contractors specializing in preservation and restoration construction work. The project includes preparation of drawings and specifications to execute the scope of work, which includes selective removal of deteriorated plaster, excavation at the west elevation to place footings for a new ADA-compliant/barrier-free ramp plus rough framing and new masonry piers, shoring and supports, adding topsoil, final grading and re-seeding.  Interior work includes finished carpentry at the second floor, to include repairs and in-kind replacement of trim, moldings, baseboards, interior windows and door surrounds and related hardware, plaster repairs and interior painting of plaster surfaces and interior wood trim at second floor. This project has received grant funding from the Somerset County Historic Preservation Program.
A Bidder’s Qualifications Statement is available from either the Township (during regular business hours) or from Michael Calafati Architect, LLC.  Requests for a Bidder’s Qualifications Statement from the Owner or Architect must be made in writing via email only.  Please provide return email address (no telephone calls).  All questions must be made to the Architect in writing via email.

Contractors must submit a completed Bidder’s Qualification Statement in duplicate (original and one complete unbound photocopy) to the attention of the Township Clerk/ Administrator’s Office, 111 Greenbrook Road, Green Brook, NJ 08812 on or before 2:00 p.m. on Wednesday, August 7, 2019.  Faxed submissions will not be accepted.

It is the Township’s intention to release Bid Documents to qualified bidders shortly thereafter.  Bid Documents are not available for review at this time.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq.
